The Hallmark Firm was hired as part of a long-term equitable implementation of the Public Participation Plan for the Buffalo Sewer Authority Program Management Plan.  Hallmark employed a series of strategies and tactics for equitable community participation with a focus on the neighborhoods most impacted by the project.
