Art Hall is currently the President of Hallmark Planning & Development, LLC. Hallmark Planning & Development is a minority urban planning and commercial real estate consulting firm specializing in community planning, placemaking, Environmental Justice, and Commercial Real Estate.
In his previous role as the Senior Project Manager at Buffalo Urban Development Corporation (BUDC), Mr. Hall developed next-generation planning and economic development strategies for a 35-acre campus. Hall was also responsible for identifying new investment opportunities and strategically aligning sources of capital for the rehabilitation and restoration of industrial buildings. He organized stakeholder groups to identify public art and placemaking strategies for community development. Mr. Hall was responsible for facilitating the New York State Brownfield Opportunity Area (BOA) designation to develop a community-based, area-wide plan for brownfield remediation and redevelopment incentives. Mr. Hall created the Northland Business Network Series that allowed business owners to network and learned about resources to start, launch, and grow their businesses on the Northland Campus.

Received Master of Urban and Regional Planning also from UB School of Architecture and Planning.
Mr. Hall has served as a Community Planner for the City of Buffalo Urban Renewal Agency. He was responsible for the planning and development efforts for neighborhoods on the East Side of Buffalo. He organized stakeholder groups and facilitated the Fruit Belt Strategic Plan.
During his time in Orlando, FL, Hall continued his professional career as a Comprehensive Planner with Orange County Government. He was responsible for ensuring large and small-scale development projects that included subdivisions; commercial and economic development complied with the Comprehensive Policy Plan. Mr. Hall transitioned to the Neighborhood Services Division for Orange County, focusing more on urban neighborhoods. There, he managed a 2.1-million-dollar Safe Neighborhood Program that supported the planning and development of nine targeted areas.
Mr. Hall received his Bachelor’s degree in Environmental Design and his Masters in Urban and Regional Planning, both from the University at Buffalo School of Architecture and Planning. Mr. Hall is married to Rashika Hall, and they have one son, Hezekiah Hall.
