Hallmark Planning & Development (along with Jacques Planning & Consulting Services) developed a neighborhood plan that helped Mt. Olive Baptist Church secure funding for the $28 million Mt. Olive Senior Manor. The plan combined community engagement, demographic and market research, and an analysis of neighborhood assets, challenges, and opportunities across the Delavan-Grider community. Hallmark facilitated resident meetings, surveys, and interactive planning exercises that surfaced core priorities including affordable senior housing, public safety, workforce training, economic development, and health equity. The resulting East Delavan Strategic Plan provided a roadmap for strengthening the surrounding neighborhood and became a key supporting document for the development of the 65-unit senior housing project on the Mt. Olive campus as well as future housing projects for the church.
