Hallmark Planning & Development served as a key partner in the Erie County Low-Income Program for Sustainable Energy (ECLIPSE), a collaborative initiative designed to reduce energy burdens and expand access to weatherization and clean energy improvements for low-income households. Working alongside PACE University, Heart of the City Neighborhoods, Buffalo Go Green, and additional community partners, Hallmark led data gathering and analysis to identify eligible residents and prioritize areas of greatest need. Our team compiled, compared, and mapped demographic, housing, and energy-related datasets to inform targeted outreach and recruitment efforts. This foundational analysis helped shape program delivery, ensuring ECLIPSE resources reached households most impacted by utility costs and energy inequities.
