Hallmark Planning & Development supports the Buffalo Sewer Authority across several major initiatives, including the Queen City Clean Waters Initiative (QCCWI), the Community Participation Program (CPP), and the Raincheck 2.0 Green Infrastructure Program. Under QCCWI, Hallmark leads community outreach, planning, and mapping efforts while also designing a youth-focused STEAM curriculum that educates students on water systems, green infrastructure, and environmental stewardship. Separately, Hallmark manages engagement and partner coordination for the Community Participation Program (CPP)—BSA’s community benefits agreement—which connects local nonprofits, contractors, and workforce partners to the Authority’s investment pipeline. In addition, Hallmark provides strategic outreach and communications for Raincheck 2.0, helping residents and businesses understand green infrastructure installations across Buffalo’s neighborhoods. Together, these efforts ensure transparent communication, stronger partnerships, and equitable community impacts across all BSA programs.
