Hallmark Planning & Development partnered with Azar Design Co. and DLR Group to support Erie County’s planning for a new consolidated Holding and Correctional Facility through extensive community engagement and stakeholder feedback. Hallmark led and supported engagement with impacted stakeholders—including community members, justice system partners, service providers, and advocacy groups—to ensure lived experience and operational insights informed the planning process. This feedback directly contributed to the evaluation of facility deficiencies at the Erie County Holding Center and the Erie County Correctional Facility and helped shape four design and construction options, ultimately informing the County’s recommended approach to consolidate operations at the ECCF campus in Alden. The work ensured transparency, regulatory alignment, and community-informed decision-making for one of Erie County’s most significant public infrastructure investments.
